Notice of Development Variance Permits - Electoral Area C

What is Development Variance Permit No. 701-100 (DVP701-100)?

The subject property is located at 3655 McBride Road in Blind Bay of Electoral Area C and is more particularly shown on the location map in the attached notice. 

The owners have started construction of a roof overhang that is connected an existing pool house. Both the pool house and the roof overhang, which is currently under construction have been built within setbacks and require variances. The owners are also proposing to recognize three types of retaining walls that were built along the property line in 2009, which all retain a concrete deck that goes around the pool on the property.  This application requires the following variances to South Shuswap Zoning Bylaw No. 701:

  • Section 7.2.5 minimum setback from the south interior side parcel line from 2m to 1.92m only for the pool house;
  • Section 3.5.8 vary minimum setback from the south interior side parcel line from 1m to 0.8m only for the pool house roof eaves;
  • Section 7.2.5 minimum setback from the south interior side parcel line from 2m to 1.76m for the post for the roof overhang;
  • Section 7.2.5 minimum setback from the south and west interior side parcel lines from 2m to 0m only for the existing three retaining walls and decks.

What is Development Variance Permit No. 701-105 (DVP701-105)?

The subject properties are located at Lot 20, Lot 26, and Lot 27-2715 Golf Course Drive, Blind Bay of Electoral Area C and are more particularly shown on the location map in the attached notice. 

The subject properties are located in the Autumn Ridge Subdivision Area in Blind Bay, Electoral Area C. The owner is proposing variances for the existing single family dwelling located on Lot 26, which has encroachment of three bump outs and eaves into the north interior side parcel line. The owner has also requested variances for the eaves for proposed single family dwellings for each Lots 20 and 27 which are presently vacant. This application requires the following variances to the South Shuswap Zoning Bylaw No. 701:

Lot 26:

  • Section 34.3.5 minimum setback from the north interior side parcel line from 1.2 meters to 0.88 meters only for the three bump outs, which cannot exceed a total floor area 2m2 for Lot 26.
  • Section 3.5.8 minimum setback from the north interior side parcel line from 1 meters to 0.68 meters only for the eaves on the single family dwelling for Lot 26.

Lots 20 and 27:

  • Section 3.5.8 minimum setback from the interior side parcel lines from 1 meter to 0.6 meters only for the eaves on Lots 20 and Lot 27.

A copy of the proposed permit application and relevant background documents may be inspected at the Columbia Shuswap Regional District (CSRD), 555 Harbourfront Drive NE, Salmon Arm, BC, between the hours of 9:00 AM and 4:00 PM, beginning Friday, August 7, 2020 and ending Thursday, August 20, 2020.  (Please note that CSRD office hours open to the public are subject to change depending upon Provincial Health Orders and recommendations.) The documents will also be available to view on the CSRD website starting on August 13, 2020 at www.csrd.bc.ca/meeting-agendas-and-minutes under the applicable meeting date. 

How do I send a written submission about these permit applications?

Written submissions will be accepted at the CSRD office, 555 Harbourfront Drive NE, Salmon Arm, BC, until 4:00 PM on Tuesday, August 18, 2020.  The Board of the CSRD considers the author's name and residential address relevant to the Board's consideration of this matter and should be included in your submission. The author's phone number and email address are not relevant to the Board’s consideration of this matter and should not be included in the written submission. Written submissions received by the CSRD are subject to public disclosure and a copy may be provided to the applicant. Please clearly write "DVP Submission – DVP 701-100"  or "DVP Submission – DVP701-105" on your submission. Written submissions may be submitted to: plan@csrd.bc.ca or to the address above.

Where and when will the permits be considered for issuance?

At the CSRD, 555 Harbourfront Drive NE, Salmon Arm, BC, during the Regular Board Meeting commencing at 9:30 AM on Thursday, August 20, 2020. 

Due to special provisions regarding COVID-19 granted by Provincial Ministerial Order M192, the August 20, 2020 CSRD Board meeting will be taking place through the use of remote communications technology and only a limited number of the public will be able to be present. There is no specific opportunity for the public to provide verbal or written submissions about this permit application at this meeting. The outcome of the permit application will be made available to any interested member of the public by emailing plan@csrd.bc.ca or by contacting the member of the planning staff listed below.
