What are Electoral Area E Official Community Plan Bylaw No. 840 and Electoral Area E Zoning Bylaw No. 841?

The proposed Bylaws apply to the entirety of Electoral Area E, more particularly shown on the location map below:


Bylaw No. 840 (OCP) and Bylaw No. 841 (Zoning Bylaw) replace Rural Sicamous Land Use Bylaw No. 2000, which only covers the western portion of Electoral Area E, and will introduce new land use policies and zoning regulations to the entirety of the Electoral Area.

The OCP presents the community’s long-term vision for economic, social and environmental well-being and considers transportation and the provision of community amenities and services. The OCP applies land use designation to the plan area and Development Permit Areas

The Zoning Bylaw implements the vision expressed in the OCP by regulating how land, buildings and other structures may be used (e.g., building height, parcel size, setbacks etc.)

Due to special provisions regarding COVID-19 granted by the Provincial Ministerial Order on Gatherings and Events issued February 10, 2021, the Public Hearing will also be taking place through the use of remote communications technology. Who should attend?

Anyone who believes that their interest in property is affected by the proposed bylaws, shall be afforded a reasonable opportunity to be heard or to present written submissions respecting matters contained in the Bylaws at the Public Hearing.

Please note that due to COVID-19 requirements regarding physical distancing and the number of people permitted to gather at one time, the number of people permitted to attend the public hearing in person will be limited. However, the public will also be able to attend the public hearing virtually in real time. A copy of the proposed bylaws and relevant background documents may be inspected at and at the Columbia Shuswap Regional District (CSRD), 555 Harbourfront Drive NE, Salmon Arm, BC between the hours of 9:00 AM and 4:00 PM, beginning Tuesday, November 23, 2021 and ending Tuesday, December 7, 2021 (excluding Saturdays, Sundays and Statutory holidays); or, contact the staff person listed below.

How do I send a written submission? 

Written submissions will be accepted at the CSRD until 12:00 PM on Tuesday, December 7, 2021, or may be submitted until the close of the Public Hearing. The Board of the CSRD considers the author's name and residential address relevant to the Board's consideration of this matter and should be included in your Submission. The author's phone number and email address are not relevant to the Board’s consideration of this matter and should not be included in the written submission. Written submissions received by the CSRD are subject to public disclosure and a copy may be provided to the applicant. Please clearly write "Public Hearing Submission – BL840/BL841" on the top of your submission.
