What is South Shuswap Zoning Amendment Bylaw Number 701-100 (BL701-100)?

The subject property, is located at 6288 Eagle Bay Road in Eagle Bay of Electoral Area C and is more particularly shown in bold outline on the map:

This application proposes to rezone the subject property from C5 - Tourist Commercial zone to CDC 6 - Comprehensive Development 6 zone to provide a unique zone to allow commercial storage of recreational vehicles and boats in a rural residential neighbourhood. The proposed CDC 6 zone will permit commercial storage of recreational vehicles and boats on the 0.6 ha southwest portion of the subject property and the remaining 3.3 ha will permit the same uses as the RR4 - Rural Residential zone.

Waiving of Public Hearing

This bylaw amendment proposal is consistent with the policies contained in Electoral Area C Official Community Plan Bylaw Number 725. Section 464(2) of the Local Government Act provides an option for local governments to waive the holding of a public hearing with respect to a bylaw amendment, if there is an Official Community Plan (OCP) in effect for the area that is subject to the zoning bylaw, and the proposed bylaw amendment is consistent with the OCP. As this bylaw amendment is consistent with the OCP, the Board waived the holding of a public hearing for this bylaw amendment at its July 15, 2021, Board meeting.

In accordance with Section 8.1.1 of Development Services Procedures Bylaw Number 4001, all owners of property within 100 m of the subject property must be sent notices advising that a public hearing has been waived and be given the opportunity to provide comment about the bylaw amendment.

A copy of the proposed application and relevant background documents may be inspected online and at the Columbia Shuswap Regional District (CSRD), 555 Harbourfront Drive NE, Salmon Arm, BC, between the hours of 9 am and 4 pm, beginning Wednesday, November 3, 2021 and ending Thursday, November 18, 2021. (Please note that CSRD office hours open to the public are subject to change depending upon Provincial Health Orders and recommendations); or contact the staff person listed below.

How do I send a written submission?

Written submissions will be accepted at the CSRD office, 555 Harbourfront Drive NE, Salmon Arm, BC, until 4 pm on Tuesday, November 16, 2021. The Board of the CSRD considers the author's name and residential address relevant to the Board's consideration of this matter and should be included in your submission. The author's phone number and email address are not relevant to the Board's consideration of this matter and should not be included in the written submission.

Written submissions received by the CSRD are subject to public disclosure and a copy may be provided to the applicant. Written submissions may be submitted via email or to the address above. Please clearly write "Bylaw Amendment Submission - BL701-100" on your submission.

Where and when will the application be considered by the Board?

At the CSRD, 555 Harbourfront Drive NE, Salmon Arm, BC, during the Regular Board Meeting commencing at 9:30 am on Thursday, November 18, 2021

Public attendance is permitted at the meeting subject to special COVID-19 provisions, including a maximum capacity limit in the Boardroom and mandatory mask requirements.
