Disposal Guidelines for Materials that May Contain Asbestos
To protect workers at CSRD Refuse Disposal Facilities from exposure to Asbestos-Containing Materials, the CSRD has created guidelines and procedures for accepting construction, renovation and demolition waste with materials that may contain asbestos.
The CSRD has identified three categories of Materials That May Contain Asbestos.
Category 1 Post 1990 Construction / Renovation/Demolition Waste Asbestos Free Waste
Definition: These materials consist of previously used Renovation/Demolition Materials where the origin, age and content of the material is declared to have been installed after December 31, 1989. This may include material from new construction projects.
Disposal Instructions:
- Materials must be easily accessible for inspection by site attendant prior to off-loading
- Materials must be deposited into the appropriate location for disposal.
- Materials must be accompanied by a signed Asbestos Declaration and Acknowledgement Form.
Notes: New construction materials consists of unfinished cuts of gypsum (also called “cut offs”) and other materials resulting from new construction. New construction materials may be directed to recycling stockpiles where programs exist.
Category 2 Pre 1990 Renovation/Demolition Waste Bagged / Contained Waste
Definition: Pre‐1990 (before 1990) Renovation/Demolition Waste consists of Materials that may Contain Asbestos installed before December 31, 1989 or where the origin, age and content of the renovation/demolition materials are unknown.
Pre ‐1990 Renovation/Demolition Waste materials are deemed to be Waste Material That May Contain Asbestos and must be handled and disposed accordingly.
Disposal Instructions:
- Pre‐1990 Renovation/Demolition Waste is accepted for disposal at all CSRD Transfer Stations and Landfills.
- Materials must be contained, double‐bagged and sealed in plastic bags that are at least 6 millimeters thick (0.006 inches) before arriving at a CSRD Landfill or Transfer Station.
- Other acceptable methods of containment include Bin Liners (Waste Disposal Bins) and sealed 6 millimeters polyethylene sheeting (Poly).
- Material must be deposited in the appropriate location for disposal as directed.
Notes: Pre‐1990 Renovation/Demolition Waste is considered to be Asbestos‐Free Waste Material only if it is accompanied by the Asbestos Declaration and Acknowledgement Form (PDF) that includes a Hazard Assessment from a qualified professional. Asbestos‐Free Waste Materials are accepted as regular refuse under Category 1.
Category 3 Pre 1990 Renovation / Demolition Waste Unbagged / Uncontained Waste
Definition: Pre‐1990 (before 1990) Renovation/Demolition Waste consists of Materials that May Contain Asbestos installed before December 31, 1989 or where the origin, age, and content of the renovation/demolition materials are unknown.
Pre‐1990 Renovation/Demolition Waste materials are deemed to be Waste Material That May Contain Asbestos and must be handled, disposed of and charged accordingly.
Disposal Instructions:
- Pre‐1990 Renovation/Demolition Waste that is in a loose load (unbagged/uncontained) is accepted for disposal at all CSRD landfills only.
- Loose loads (unbagged/uncontained) material will require immediate burial at the active face. Customers will have wait for landfill staff to prepare for safe disposal.
- Disposal Information and CSRD Contact is given to customer.
- Licence plates/accounts will be forwarded to the CSRD so proper handling procedures can be reviewed. These customers will be flagged and unbagged/uncontained loads (Category 3) will be turned away in the future.

Asbestos Declaration and Acknowledgement Form (PDF) is available on the CSRD website and at all CSRD Landfills and Transfer Stations.

Disposal requires forms to be submitted to the CSRD which may include an Asbestos Declaration and Acknowledgement Form and/or the Controlled Waste Disposal Application. These forms can be found on the Garbage & Recycling Forms page.
